Covelo performs program staffing management services to the engineering and construction industry. Our primary service is our unique vendor neutral Managed Service Provider (MSP) program which combines a proven process and a best-in-class technology platform. Through the implementation of our MSP, we apply best practices for sourcing and management of the candidate acquisition process specific to the needs of the engineering and construction industry.

This team has a unique combination of industry expertise and technology solutions background. Some of the skills and experiences include heavy project and management experience in EPC, experience with multiple successful startups in technology related services to E&C industry, and deep experience in recruiting and recruiting systems.

Jeff Rouser
Jeff was previously the President of Visilent, a managed services provider focused on the E&C markets. Jeff has over 18 years of experience working in the E&C sector, working at Bechtel Corporation and for solution providers to the industry. Jeff's tenure at Bechtel included a progression of responsibilities in multiple business lines in engineering, project management, and ultimately as CIO for Bechtel's $3 billion government services group. While at Bechtel, Jeff championed the funding and startup of what is today known as Citadon, an internet based project management system. As an E&C service provider and consultant, Jeff worked with several successful startup companies that are excelling today including Citadon, Tririga, and Skire, Inc. While within these companies, Jeff's attention was primarily with the E&C related business markets including Infrastructure, Government, Oil & Gas, Power, and Telecommunications.

Jeff attended the United States Air Force Academy, Penn State University and Boston University with an undergraduate degree in Civil Engineering and a Masters in Business Administration.

Dave Lee
Dave has over 14 years of experience in strategic staffing, recruitment, outsourcing and consulting services. Most recently, Dave led all sales and operations at Visilent, a managed services provider focused on the E&C markets. Prior to joining Visilent in 2005, Dave was a Director with a leading staffing services company in Chicago that helped pioneer the vendor-on-premise strategy. During his tenure Dave led company growth by securing over 14 major accounts and helped increase company revenue from $30 million to $500 million in an 8 year period. Prior to this Dave worked with the Consulting Services Group of Norrell Corporation that was a joint venture between Norrell (now Spherion) and Deloitte & Touche (now Deloitte Consulting LLP) specializing in business process re-engineering.

Dave holds a double B.A. in Molecular Biology and Physical Anthropology from the University of Colorado at Boulder and attended Northwestern University's Kellogg School of Management.

Brandon Gallagher
Brandon has over 12 years experience in software product development, with particular focus on the engineering and manufacturing industries. His specialty has been leveraging technology to streamline business processes.

Prior to Covelo, Brandon oversaw the design and development of both the vendor/staffing management system used by Visilent, a managed service providor, and the recruiting application used by EPCglobal, a traditional staffing agency. Creating the technology and refining the company's work processes have exposed Brandon to the intricate details of staffing in the E&C market, both from the perspective of a staffing agency and from an E&C client.

Brandon also worked as a consultant at Viant, a software development firm, where he helped design a staffing system for a large investment bank; as an Industrial Engineer at a manufacturing division of Sony; and as a Mechanical Engineer with various small engineering and construction firms.

Brandon graduated from Northwestern University with a degree in Industrial/Manufacturing Engineering, and has completed post-graduate coursework in Software Engineering.
